Speakers for the Cyber Policing: Challenges and Way Forward Workshop

Dr J.M. Vyas

Vice Chancellor – NFSU & Director General – DFS

Dr. J. M. Vyas is the founder Vice Chancellor of a unique and highly specialized, National Forensic Sciences University (NFSU), Gandhinagar which has been recognized as an Institution of National Importance by the Government of India. He has held this position since 1st October, 2020.  Dr. Vyas has also headed the Directorate of Forensic Science of Gujarat, Gandhinagar for past 28 years including the additional charge of its Director General since 9th November, 2020. As such, with his vast experience and 48 years long service, Dr. Vyas is the senior most serving forensic scientist of the country. Dr. Vyas was instrumental in establishing NFSU’s predecessor, the erstwhile Gujarat Forensic Sciences University (GFSU) as the first and so far, the only forensics university of the world. As the founder Director General of GFSU, Dr. Vyas started this, one of its kind institution of higher learning, in 2009 which has more than 5000 students undergoing 70 specialized post graduate degree / diploma courses being run in every possible branch of the forensic science and its allied subjects.

During his long and illustrious career,  a number of recognitions and national and international awards have been bestowed upon a Dr. J.M. Vyas, some of which are mentioned below:

International Recognition:

(a) ‘Distinguished International Forensic Scientist Award’ in recognition of leadership and excellence in forensic science and education to the international community by the Henry C. Lee Institute of Forensic Science, University of New Heven, West Heven, USA, in October, 2018.

(b) ‘Lifetime Achievement Award’ for outstanding contribution in the field of forensic and investigative sciences at the international level by the International Association Of Police Academies (INTERPA), Turkey on 11th February, 2019.

(c) ‘Humanitarian Forensic Award’ in recognition of exceptional services in the field of humanitarian forensics by the International Centre for Humanitarian Forensics (ICHF) on 5th September, 2019.

National Recognition:

(a) ‘Padma Shri’, one of the highest civilian awards, has been awarded, on the occasion of 73rd Republic Day (year-2022), for his extraordinary, distinguished and commendable services in the field of science and engineering.

(b) ‘Gujarat Nu Gaurav’ (Pride of Gujarat) Award received by Hon’ble Chief Minister of Gujarat on 28/04/2022.

(c) ‘Drona Education Excellence Awards – 2022’ received By Hon’ble Education Minister of Gujarat on 29/04/2022.

(d) ‘Bharat Mata Award’ By Indian Institute of Oriental Heritage in 2014.

(e) ‘Life Time Achievement Award’ In the Area of Forensic Chemistry by Amity University, Uttar Pradesh & All India Institute of Medical Sciences, New Delhi, In October 2008.

(f) ‘Best Forensic Science Laboratory Director of the Country’ In 2004.

(g) ‘President Police Medal’ For Meritorious Services on The Eve Of Republic Day, In The Year 1997.

Dr. Naveen Kumar Chaudhary has been Professor of Cyber Security and Dean, at National Forensic Sciences University, Gandhinagar, India since 2019. He holds Bachelor of Technology degree in Information Technology & Telecommunication Engineering and Master of Engineering degree in Digital Communication. He also holds Master of Business Administration degree in Human Resource Management. He earned his Ph.D. in Engineering and advanced certifications in Cyber and Network security. He heads the Training and International Relations Department of the University and holding the additional charge of Director NFSU, Goa Campus.

He has an extensive experience of more than 24 years in engineering education, research and Government. Prior to joining University as full time Professor, he was Director at Ministry of External Affairs, Government of India. He has also served as faculty and Head of Department in Faculty of Communication Engineering at Military College of Telecommunication Engineering, Mhow (M.P). In his official capacity as Joint Director and Director in Government of India, he steered many cutting-edge ICT projects and worked extensively on policy formulation in Cybersecurity and e-Governance.

He is the recipient of a letter of appreciation for contribution towards the cause of literacy from Brent St. Denis, MP, Algoma Canada, in 1994. Dubai, SEWA award for his contribution to Cyber Security education in 2022 and COAS and CCOSC commendation for his innovations and distinguished work in 2009 and 2015 respectively.

Air Commodore K.R. Thaakar

Dean, School of Police Science & Security Studies, National Forensic Sciences University

Air Commodore K.R. Thaakar is a widely experienced veteran Indian Air Force Officer with 35 years of distinguished service in both, Operations and Administration. After number of security related tenures, he had the distinction of being appointed as the Provost Marshal of the IAF, heading Air Force Police, Security and Vigilance departments at Air HQ, New Delhi. He has achieved a M.Sc. and M. Phil., both in Defence & Strategic Studies, and is an alumnus of the prestigious Defence Services Staff College, Wellington and College of Air Warfare, Secunderabad. He has also been a member of a UN Peace Keeping Mission in D.R. Congo. Since June, 2019, he has joined NFSU as a Senior Faculty, steering the Homeland Security programme. Later, he has been appointed as the first Dean of the the School of Police Science & Security Studies. His areas of interest are Homeland Security, Police Administration, Strategic Affairs, Air Power, Defence Studies and Peace Keeping Operations.

Pol. Lt. Taiyawat Vivatkiat is currently a lecturer at the faculty of forensic science (Royal Police Cadet Academy). His main responsibility covers teaching on the topics of cybercrime and technologies in the police force. Before becoming a lecturer, he was a police investigator at Lumpini Police Station, Metropolitan Police Bureau, Royal Thai Police where he had a great deal of experience dealing with cyber-enabled crimes and white-collar crime. He has a Bachelor of Public Administration from the Royal Police Cadet Academy, and an MSc Media and Communication (Data and Society) from the London School of Economics and Political Science.

Dr Stuart Hyde QPM

Senior Lecturer, Cyber and Digital Technologies and Crime, London Policing College.

Stuart completed a full career within the Police service in the UK serving at all ranks including Chief Constable. Retiring in 2013 with Exemplary Service and national recognition through the awarding of the prestigious Queens Police Medal and presentation of an Honorary Doctorate for commitment to Cybercrime prevention and detection. During his service, he built the business cases for CEOP and ActionFraud helping them both to launch as national entities.

Since retirement he has been a consultant on Cyber issues including leading table top scenario based exercises.
Stuart had a major impact in the design and creation of the voluntary sectors response capability post Grenfell, and directly led to the establishment of the National Emergencies Trust and the Voluntary and Community Sector Emergency Partnership
